A resident of Woodward Avenue on Akron's North Hill says a plow driver made several passes with the plow down Sunday despite the fact that there was not any snow on the street.
John Fankhauser told the Beacon's Bob Dyer that he was appalled at the waste of money. City officials told Dyer that they've questioned the plow driver and he has no explanation.
